Those applying must not have a driveway they can park on, or the ability to create one, and there must be parking restrictions which stop them from parking near their home during the working day, while those who house is on a newly built estate cannot apply.

Once the permit ends after a year, residents must apply for a new one four weeks before it runs out. The council will not send a reminder.
